U.S. Representatives Gwen Moore (D–Wis.) and Mark Pocan (D–Wis.) have introduced a bill supporting homeless LGBT youth, according to a Moore statement. The Runaway and Homeless Youth Act, which is up for reauthorization this year, does not include LGBT youth. The Runaway and Homeless Youth Inclusion Act introduced by Moore, who ran away as an adolescent, and Pocan, who is openly gay, would remedy that omission. The bill would compel grant recipients to have cultural competency to serve LGBT youth, provide family support services for youth struggling with their sexual orientation or gender identity, and require the collection of data on homeless LGBT youth. Up to 40 percent of all homeless youth are LGBT. Homeless LGBT youth are at high risk for HIV.
