“Repealing the HIV law does not mean that people cannot be held accountable for intentionally transmitting HIV...” How about knowingly and recklessly transmitting HIV? Doesn’t the transmitter bear any responsibility at all for engaging in purely optional, controllable behavior that harms others? Dem states are insane.
