Too late for this kid but hopefully these entities go after the VA whose C&P rating criteria is obtuse & based upon assumptions that don’t apply to all. Frankly and this is just my opinion but I think there are systemic discriminatory practices in the VA C&P decision making processes regarding HIV patients. That has certainly been my experience. Frankly, it stings to serve, have your career end due to an HIV diagnosis (I was fine at the time) then have your rating affected by discrimination.
