This is a fantastic initiative but it should have been done decades ago if the authorities were serious about limiting the spread of HIV and hep C. Beyond that, having to register for a swipe card kind of defeats the purpose of a vending machine, which in all other circumstances can be used anonymously by people who are not prepared to "register" the fact that they are involved in illegal activity.
