Bulgaria signed an agreement Monday to transfer Libya’s $56.6 million debt over to a relief fund for the more than 400 Libyan children infected with HIV by six Bulgarian medical workers.

The agreement came as part of the deal that freed the medics, who had been sentenced to death for allegedly intentionally infecting the children—50 of whom died of AIDS. The medics denied that the claims, saying that they were coerced by police to confess to the crimes. The Libyan government has protested Bulgaria’s decision to pardon the workers.

Bulgaria says that releasing Libya from the debt is not an admission of guilt on the part of the nurses and doctor involved, but a measure of goodwill.
