I think this bill is a good one and that all states should pass such bills. Whenever a doctor does routine blood work on someone who has not tested positive for HIV, a HIV test should be preformed. If this could help save even one person from passing on the diease to someone else, it is well worth it. It should be treated like any other medical problem and a patient should not have total control over if the test is run or not.
