The sad thing about this situation is that people using the needle exchange have already been harassed and houses "stormed" by police. The community is largely unsupportive, even in articles (locally) about this issue remarks like "they asked for it by being junkies, let'em die". Yeah, look for higher infection rates in S. IN before any respite.
