Commissioner Bassett's comments are irresponsible. To announce that something isn't as bas as it used to be isn't so much a boast as a deflection. This "PR spin" needs a reality check because it lacks context. That context being not so much the aggregate newly reported cases but the increased prevalence in high at-risk groups.
