"done little to reach out to sex party promoters" REALLY? Sex parties? It baffles me that in the year 2013 and after all that has transpired due to HIV/AIDS, that it's still "business as usual." Perhaps the city isn't reaching out to "sex party promoters" because they do not wish to condone idiocy and depravity.
