As a member of the Cuyahoga Regional HIV Planning Council, I would love to see the rating of the Assessment Of The Administrative Mechanism, it is part of every grant application for Ryan White Part A funds, these are the federal dollars referenced on this article. I wish this article went into greater depth into what was really going on in Dallas. I do know that the HIV /AIDS Bureau at HRSA isn't very helpful in sharing best practices with Ryan White Planning Council's around the country.

I have a very low opinion of most health department workers. They're not the brightest people in the world and most think they are better than any doctor in town and most of the time have no idea what they are talking about. I worked in this area for quite awhile in the 1990s, so I can speak from experience.

I had smoked for many years and I was unable to stop. My doctor gave me ...... Texas is one of those states that hate gays, and just about everything that isn't religious or far -right. I would recommend moving to a state where the people have more sense.
