Bad idea. Doctors are involved for a very important reason, determining HIV status BEFORE prevention is implemented. They also screen the patient for other lifestyle risks and factors. Pharmacists aren't going to go into anywhere near the depth needed to know all of this critical information. Someone starting PrEP who is already at an early infection stage of HIV can develop drug resistance very fast, passing that resistant strain to others.
