Well,I would call survey scientist evidence; however, here in Jacksonville Florida under Gov. Scotts leadership in me pushing in order to get a doctor's appointment, labs and proof positive that I am HIV. I have witnessed a lot of state and government contact employment from federal dollars where many are doing nothing, and the waiting rooms are empty and the attitudes are about government shutdown and no passion for their works with layers and layers of departments and paper work without smiles

I have witnessed 24 hours in returning calls on the answer machines from the state employees to now 48 hours, and all take an hour off for lunch to shut down state programs daily. It is these seemly attitudes of all being so busy and no appointments for care, to then come in to see many state employees that outnumber the consumer during my visit. So, I am not sure if the funding is problem or the leadership from top that purposely slows down quality of care and production in a socialist manner
