Not long ago, the NHS bucked international norms advising HIV patients to defer treatment until their cd4 dropped below 350. I'm not sure why it shocks anyone they're reluctant to pay for ARVs for every gay man in the country. What's strange is how comfortably groups demanded a double standard in the provision of care. Who's the real villain, the cash strapped bureaucracy, or the "activists" who could've ended this epidemic 20 years ago by doing their job and pushing test & treat?

The NHS' decision is based on cost in my opinion. PrEP costs money / is expensive. NHS resources are limited and stretched already. Thus, if PrEP in the UK is to be funded then it must be paid for by individuals and government by money outside of NHS funding. In the meantime the NHS will claim that safe sex education and the provision of free condoms will and must suffice. Anyway, would increased PrEP funding and use just mean increased risk taking and increased spread of other STDs?
