Kathie and the SAC really need to know that pitting region against region and AIDS group against AIDS group is counterproductive. Your win and the loss of the CARE Act has ruined many programs in our area; was that your goal? Our supportive services suffer still from the Treatment Mod Act; it has been bad for our region. Could we at least agree to allow local priority control and local spending for each of our regions? The 75/25 rule is simply wrong. Would love to start a dialogue!
