TBH, it sounds like this doctor made this decision out of ignorance and not out of fear. Medical mistakes aren't bigotry.

We are in the middle of a pandemic. If the surgeon deemed that the patient was immunocompromised, it means he's concerned that the patient would not do well hospitalized in a hospital in LA where there's a ton of COVID patients. The risk of infection after a surgery is already significant, but throw in a pandemic where people are fighting for beds...this doctor was looking out for him. He didn't want him to die in the hospital when the surgery could wait until the risk was lower.
