Routine testing will be unsuccessful until the CDC reverses its policy of recording POZ individuals BY NAME at the state and federal level. HIV is much better understood than it was when these rules were instituted. They were instituted before the transmission mechanisms were well understood. HIV is not transmitted casually. It is almost always through needles or MSM. There is often state follow-up that is intrusive and embarrassing, including home visits. This practice must stop.
