As much as 69 percent of the U.S. transgender population is HIV positive, with transgender women and people of color bearing “an extremely heavy burden.” Much of this is driven by discrimination, including in health care, employment and housing, writes the Presidential Advisory Council on HIV/AIDS. PACHA released 15 recommendations to address the issue. Three sample resolutions include:

•    Health and Human Services divisions should offer grants for trans health and HIV prevention.
•    The Substance Abuse and Mental Health Services Administration should pilot initiatives to address HIV in the context of substance use and black market hormones.
•    Medicaid and Medicare services should require providers to be trained on “transgender cultural competency.”
