I'm sure this administration would quickly move to end the ban if gay men were excluded. They care about AIDS in Africa because they don't have to address gay men whose existance in those countries is denied or who are so persecuted there that they have to hide.

It's amazing how many laws they come up with, Im a Mexican citizen and got HIV while living in USA dont think is fair all of this, international human rights should do something about it.
