As long as our laws punish people for KNOWING that they are POZ, people will not want to be tested. Laws need to be changed so that a person who is Undetectable and can prove it will not be criminalized. Then people will have an incentive to get tested and get treated. As it stands it is legally better to go un-tested and un-treated if you are sexually active. The answer is making people responsible for being tested if they are sexually active and getting treatment.
