You've got a great plan Larry. Now where's the money going to come from for this plan? If you fund one thing, something else will have to suffer. What city program do you see could stand to lose a few million to fund your plan?

I do not pretend to be an accountant or financial adviser for the District (how do you 'miscount' 35 million by the way?), but I do know that investing in prevention is a fraction of what we end up spending on HIV & AIDS-related care and services. One of the mistakes in developing comprehensive strategies is pitting "program" vs. "program" or "community" vs. "community". We first need to ensure that the current system works appropriately for everyone - especially for those most in need. We need to develop a better accountability system that monitors current HIV & AIDS spending and program effectiveness. WE NEED TO SPEND THE MONEY ON PROGRAMS THAT WORK. Perhaps we need to define what the expectations and standards as well. It is in all of our best interests that this system works and that accountability is more important than acknowledgment.
