About AVAC and the Global AIDS Policy Partnership (GAPP)

Founded in 1995, AVAC is a non-profit organization that uses education, policy analysis, advocacy and a network of global collaborations to accelerate the ethical development of and global access to effective HIV prevention options, as part of a comprehensive and integrated pathway to global health equity. AVAC works across the “research-to-rollout” continuum in solidarity with the most impacted individuals and groups.

 

AVAC advocates for prevention to end the HIV and related pandemics. With partners worldwide, AVAC pushes for the funding, focus, implementation and research that’s needed to make it happen. We: 

 

  • Accelerate Product Innovation & Availability: AVAC collaborates with partners who work across the HIV prevention spectrum, from research to rollout, to expand the portfolio of prevention options and ensure products are available, accessible and used by those who need them most.
  • Advocate for Access to High-Impact Prevention: AVAC is part of a robust civil society movement helping to shape a new era of global health spending and planning related to HIV prevention.
  • Improve Research Conduct: AVAC advocates for research that is grounded in well-informed, community-centered perspectives. AVAC promotes the adoption of Good Participatory Practice (GPP) in research, convenes consultations and workshops, and produces publications, podcasts, webinars, and other research literacy materials. The involvement of key stakeholders throughout the research process is central to all this work.
  • Promote Effective HIV Prevention Policy: Ending the HIV epidemic depends on political will, committed resources and supportive policies at global and national levels. AVAC’s policy work, in partnership with a global network of civil society partners, focuses on the importance of funding and strategic planning for HIV prevention research and the imperative to bring long-term solutions to the people who need them.
  • Track and Translate the Field: Our communications and publications translate complex science into accessible resources. This work is at the core of our mission to advance prevention and end the epidemic. We focus on ensuring people with different kinds of expertise can better understand context, community perspectives, science and policy.
  • Strengthen Global Advocacy Networks: AVAC supports the development and sustainability of advocacy networks focused on accelerating HIV prevention from research to rollout. These networks, mostly centered in Africa, bring vigorous attention to science, policy, funding, community, communications, health services and the regulatory process, charting a path to end the HIV epidemic.

 

As part of its over policy program, AVAC is an active member of the Global AIDS Policy Partnership (GAPP), and AVAC’s Policy Director is one of three co-chairs of the GAPP. While the GAPP is an independent partnership, AVAC provides the administrative based for the coalition. The GAPP is a coalition of over 70 advocacy, research and implementing organizations, including AVAC, committed to ending AIDS for the next generation by expanding and improving global HIV/AIDS and TB programming.

Role Summary

AVAC is seeking an Advocacy Coalition Manager who can lead the DC-based, multistakeholder Global AIDS Policy Partnership (GAPP) in collaboration with the coalition’s co-chairs to effectively implement the GAPP’s advocacy strategy and advance policy priorities across key U.S. government global programs and investments related to HIV/AIDS. The GAPP Advocacy Coalition Manager will organize a diverse coalition and aim to build and maintain working relationships Congressional members and staff, relevant US agencies such as the State Dept. and S/GAC, donors and global audiences.

 

The Advocacy Coalition Manager will be an integral part of the GAPP’s policy and advocacy work focused on the President’s Emergency Plan for AIDS Relief (PEPFAR), the Global Fund, and other important bilateral and multilateral global health programs and initiatives supported by the U.S. government. The Manager will play a key role in advocacy coordination, policy analysis and issue tracking to advance GAPP’s policy agenda while also building the advocacy capacity of the coalition co-chairs and its member organizations. This position is an excellent and exciting opportunity for individuals committed to advocating for well-resourced, evidence-based global HIV treatment and prevention programming.

 

The GAPP is a coalition of over 70 advocacy, research and implementing organizations, including AVAC, committed to ending AIDS for the next generation by expanding and improving global HIV/AIDS and TB programming. The Advocacy Coalition Manager will work closely with the GAPP Convening Group, including AVAC, to raise the visibility of the GAPP’s work with Congress and relevant United States Government (USG) agencies. 

 

Work assignments and direction will be managed by AVAC’s Director: Policy Advocacy and Senior Program Manager: Policy, with input from the Convening Group of the GAPP.

 

Essential Functions

Campaign organizing and support

  • In collaboration with the GAPP co-chairs, lead and coordinate the GAPP coalition to implement advocacy strategies and campaigns primarily to boost bipartisan support for global health investments and policies for PEPFAR, Global Fund, and other bilateral + multilateral efforts.
  • Generate effective policy campaigns/ideas and strategically position the GAPP coalition in key advocacy spaces and platforms to advance goals.
  • Build and maintain deep and meaningful bipartisan relationships with Congress and the administration that advance GAPP priorities. This includes managing relationships with NSC, State Department and S/GAC, HHS/OGA, and OMB.
  • Develop content and manage activities around education efforts for new and incumbent members of Congress on HIV/AIDS and global health issues. Coordinate outreach and timing of appropriations letters, and other milestones within annual federal appropriations.
  • Grow the capacity of the diverse stakeholder membership of the GAPP and catalyze coalition participation in advocacy efforts on Capitol Hill.
  • Manages development of data and materials to be generated by the GAPP (e.g., effective data visualization)
  • Facilitate the development and coordination of materials that highlight the various achievements of PEPFAR, Global Fund, and other key USG global health initiatives for a variety of audiences.
  • Collaborate with GAPP Communications Consultant to provide support on advocacy campaign communications such as blogs, briefs, social media, etc.

Policy Analysis and Advocacy Materials Development

  • Provide critical policy and data analysis, particularly tracking Congressional/administrative budgets for global health and PEPFAR programmatic data.
  • Distill complex information and translate technical language from multiple sources into concise summaries, policy briefs and visual presentations.
  • Track, synthesize and package information, results, lessons learned and information to make it useful for GAPP advocacy efforts.
  • Develop and disseminate presentations and publications and provide research, writing and editing support as needed.

 

Knowledge Management

  • Develop and maintain key materials on the PEPFAR and other bi-lateral/multi-lateral programs, global and country HIV data in collaboration with GAPP members.
  • Work with GAPP members to ensure information and deliverables are disseminated to the appropriate internal and external channels.

 

Meeting Planning

  • In collaboration with GAPP membership, manage scheduling, logistics and materials in preparation for meetings with members/committees of Congress and their staff, as well as members of federal agencies such as OMB, the Office of the Global AIDS Coordinator, the Centers for Disease Control, USAID and the Department of State and other external stakeholders (e.g. World Bank, Global Fund, etc.).
  • Lead GAPP planning, production, and coordination of external GAPP meetings and events, such as for World AIDS DAY.
  • Develop agendas, pre-reads and other materials, and meeting notes with clear action items to support organized and effective GAPP meetings and calls.

 

Position Qualifications

While no one candidate will possess all the qualifications listed below, the ideal candidate will embody many of the following professional and personal abilities, attributes, and experiences:

  • Commitment to AVAC’s mission and values, including our commitment to fostering an equitable, diverse and inclusive working environment.
  • Three to five years of professional experience working in advocacy for global health, international development, U.S. government, or related fields.
  • At least one year of work experience with advocacy coalitions, associations or member organizations a plus.
  • Demonstrated expertise in helping develop and execute advocacy strategies.
  • Understanding of and experience with social media and other digital platform metrics in a professional context.
  • Experience organizing and facilitating a wide-ranging, diverse stakeholdership into action for pressing global health issues.
  • Advanced interpersonal and networking skills, with the ability communicate in a non-partisan manner and effectively maintain relationships with others inside and outside AVAC.
  • Knowledge of political dynamics and policy processes, with the ability to track and monitor the appropriations and policy landscape.
  • Excellent organizational skills and meticulous attention to detail.
  • Strong project management skills.
  • Experience analyzing policies and data to track complex government budgets and distill programmatic data.
  • Strong written and oral communication skills.
  • Flexibility to respond to sudden change and shifts in a rapidly-moving political and policy environment.
  • Experience managing work independently and collaboratively to drive multiple project deliverables forward.
  • Registration as a lobbyist is not required for this position.
  • Authorization to work in the United States.
  • Preferred but not required, experience working on Capitol Hill.

 

Position location

Preference for candidate to be located within the Washington D.C. or DMV area.  Candidates need to be able to work remotely and attend in-person meetings in Washington DC on a regular basis.

 

Salary and benefits

This full-time position is funded through a one-year grant, with a possibility of renewal, at $75,000-$80,000.  AVAC offers a substantial benefits package that includes employer-paid health insurance, including an employer-sponsored HRA, matching contributions to a retirement savings plan and paid new parent leave.
