Responsibilities
In partnership with the hospital and clinic management team, The Executive Director of Program Development contributes to strategic and long range programmatic strategy for the C.A.R.E. program, which stands for Comprehensive AIDS Resource Education, which offers a comprehensive continuum of non-emergency medical, dental, mental health and medical case management services for people living with HIV/AIDS. CARE’s goal is to assist and empower HIV-infected individuals to identify and access the social and healthcare resources to meet their needs and achieve optimal health for themselves and the community. The Director in partnership with Medical Director will serve on internal cross-functional teams and contribute to setting priorities and developing work-plans to achieve program development and resource generation in support of annual goals including growth, service line expansion, and meeting the health needs of the community. The Director and team will assist with identifying contract funding opportunities through public or private partnerships in order to provide the resources necessary for new program development. Has direct operational oversite for funding sources including Ryan White case management and outreach/enabling services for SMMC service area and greater Long Beach.

  • Promotes high performance expectations for self and the leadership team. Recruit, coach, motivate, and develop teams, sets expectations and holds team members accountable for producing desired outcomes.
  • Develops and implements policies and procedures that guide and support the provision of services.
  • Leads the development, communication and implementation of key objectives to support funding sources including Ryan White.
  • Serve as the liaison with funders at local, state and federal level as well as community based agencies and partnerships.
  • Responsible for day to day coordination and administrative operations for all funding sources of the CARE Program to ensure quality services are delivered.
  • Facilitates the development and implementation of data collection activities including the measurement and tracking of Ryan White services and Meaningful Use required structures, processes and outcomes. Ensures accuracy and timeliness of program reports and data submissions to funding entities.
  • Participates in Community and County activities in order to support the success of the CARE Program, creating a positive impact by SMMC within the community, as well as positively affecting the health of the population we serve.
  • Works collaboratively with hospital stakeholders to ensure quality program, develops scorecard, metrics to meet goals
  • Responsible for department budgets, grants, and other funding sources. Ensure efficient use of resources. Programmatic goals are defined and communicated and plans with team to achieve deliverables
  • Ensures that all proposals are adequately funded and resourced for success, including incorporating appropriate community partnerships

Minimum Requirement:

  • At least 5-7 years of variable healthcare leadership, clinic operations and/or medical group administration required.
  • Leadership and or program management experience in a Ryan White program.
  • Experience with grant proposal, funding and researcher with an institution required , preferably a hospital or academic organization.
  • Knowledge of regulations of the 340b Drug Pricing Program preferred.
  • Bachelor’s degree in a health administration, public health, nursing, social work or related field required.

Preferred Requirement:

  • Master degree in Public Health preferred.
