About the OID and the Position
The HIV/STD Testing Coordinator works within the Office of Infectious Disease (OID) in the Disease Control and Health Statistics (DCHS) Division.  The mission of DCHS is to work within the governmental public health system and with other public health and health care partners to implement public health programs, take public health actions, develop public health policy and conduct assessment activities to improve the health of the people of Washington.
 
As the senior health services consultant, the HIV/STD Testing Coordinator provides leadership and expertise within a statewide infectious disease prevention program that makes high-quality HIV and STD prevention services available and accessible to residents of Washington.  The program provides a range of core public health services including testing/screening, linkage to, and retention in, appropriate medical care and treatment.

This is a full-time permanent Health Services Consultant 3 position (HSC 3). This recruitment may be used to fill other HSC 3 position within the office.
 
Location NOTE:  This position is currently located in Tumwater, Washington. Depending upon incumbent’s need, a flexible work schedule and telework option (multiple days per week) are available upon request and supervisory approval, after an initial review period.  
 
What will you be doing? – Duties include

  • Collaborate with internal programs within the Office of Infectious Disease and external partners such as contracted agencies to plan, support, and improve targeted and routine HIV/STD testing services.
  • Coordinate and monitor delivery of HIV/STD testing statewide in collaboration with OID staff and partners.
  • Collaborate with internal OID staff and external partners to monitor, support, and enhance routine HIV/STD testing in the healthcare system.
  • Act as subject matter specialist on HIV/STD testing topics, laws and administrative rules that govern HIV/STD testing in Washington State, and on current HIV/STD testing technology.
  • Coordinate and monitor delivery and distribution of condoms statewide to OID staff and partners.
  • Participate as part of the DOH emergency response team during health emergencies and training events.

What we’re looking for
The ideal candidate will be proficient in engaging, supporting and mobilizing diverse communities, to improve access to and delivery of HIV and STD testing services. The ideal candidate will be able to coordinate and work with Statewide HIV Community Services contractors to ensure testing efforts reach the highest risk populations and are delivered in an efficient and effective manner. The ideal candidate will have extensive knowledge of HIV, STDs and testing products and protocols as well as a passion for equity and diversity.  
 

And, have the following REQUIRED QUALIFICATIONS: 
(NOTE:  Experience may have been gained concurrently.)
  • Bachelor’s degree or higher in Public Health, Healthcare Administration, or an allied field; AND two (2) or more years (full-time equivalency) of experience directly providing HIV testing as well as administering a program/clinic site that includes HIV testing services in a public or community agency
      OR
  • Three (3) or more years (full-time equivalency) of HIV, STD or infectious disease prevention experience in a public health or community based organization at the local, state or federal level; AND two (2) or more years (full-time equivalency) of experience directly providing HIV testing as well as administering a program/clinic site that includes HIV testing services in a public or community agency.

       AND

  • One (1) or more years (full-time equivalency) of professional level experience providing technical assistance in person, by phone or computer.
  • One (1) or more years (full-time equivalency) working within a culturally diverse environment.
  • Demonstrated experience working in a public health or disease prevention system.
  • Demonstrated experience managing and coordinating multiple complex projects simultaneously, including:
    • Communicating technical information via oral presentations and written materials to individuals and audiences of different education levels and learning styles.
    • Using MS Word, Excel, PowerPoint, and the Internet.
    • Using graphs, charts and other media to create and deliver educational information.
    • Completing work independently or with minimal supervision.
    • Proactively identifying and resolving conflict and maintaining open communication with professional colleagues.

  • Occasionally travel throughout the state and nationwide which may include overnight stays, as required, while performing the duties of this position.

  • Maintain confidentiality regarding information accessed or discussed while performing the duties of the position.
  • Interact and work with customers (some of whom may be frustrated or distressed) in a positive, friendly, and supportive manner that meets the needs and standards of the office and the agency.
  • Participate as part of the DOH emergency response team during health emergencies and training events.
