Outreach and Testing Manager

At Texas Health Action (THA), we are passionate about changing the face of healthcare by making biomedical interventions and services for sexual health and wellness accessible. The Outreach and Testing Manager builds excitement in and with the community for the sexual wellness and health of all. The manager will work with leaders in THA to connect community to services. They will connect us with communities to help us live our mission, and inform us to be responsive to community needs. The Outreach and Testing Manager is a key member of the leadership team and works with and reports directly to the Director of Clinical Operations.

What you would do: 

• Outreach through community events, coordinate staff and volunteers as appropriate for community events and attend as needed
• Connect THA subject matter experts to serve on panels and present information on the services offered through Texas Health Action and Kind Clinic in community-based forums
• Develop and maintain systems for community training / event participation requests
• Build and maintain relationships with community members and organizations, connect community organizations and THA leaders to further the mission, vision, and goals of THA
• Ensure we are inclusive of community, that we are present and listening to community not ‘talking at’ community
• Develop volunteer base for specific needs of program and match volunteer interests to program areas
• Report on measures and metrics to evaluate the effectiveness of efforts of community engagement and meeting community needs, including community based HIV/STI testing programs
• Utilize and promote infection control measures and universal precautions to maintain high quality of health and safety during outreach events
• Maintain a system of confidentiality according to THA policies and procedures and HIPAA guidelines
• Ensure leadership team awareness of relationships, issues, challenges, and success as informed by community
• Select and maintain qualified personnel in all positions who report directly to them
• Assure staff quality and performance results by coaching, counseling, mentoring, planning, monitoring and evaluating job performance
• Foster a success-oriented and accountable environment within the organization
• Represent the organization at community functions and increase visibility of the organization within the communities it serves as directed
• Maintain an approach of culturally humility toward marginalized and underserved populations
• Assist in development and implementation of HIV Testing and Linkage to Care policy and procedures
• Connect and network with community partners to provide HIV testing events within high risk/highly affected communities.
• Maintain certification as an HIV Test Counselor, and regularly provide testing
• Act as Site Supervisor for testing events on a regular basis
• Assist in ongoing program improvement according to the strategic plan
• Develop and improve HIV testing and linkage to care programs
• Assist in program budgeting
• Participate in regular staff meetings, supervision meetings, and other meetings as needed
• Participate in on-going trainings as needed
• Attend and participate in community events as needed
• Assist in daily office duties as needed
• Other duties as assigned
• This is a full-time, exempt position requiring 40 hours a week with some night and weekend hours

Your previous work life and education must include: 

• High school diploma or GED
• Previous experience with development and oversight of policies and procedures, preferably in a clinical or medical setting, including community based HIV testing
• Must work effectively with physicians, staff, volunteers, patients, and community partners
• 3+ years direct experience with PrEP and PEP services
• 3+ years direct experience in HIV testing
• 5+ years experience in STD clinics, working with patients on sexual health, or HIV testing
• Ability to work harmoniously with diverse groups of individuals
• Experience working with a diverse staff and community groups

Your previous work life and education ideally include: 

• Bachelor’s degree
• Experience in community health settings
• Familiarity and experience using a trauma-informed approach to working with individuals
• Experience and comfort in discussing issues related to substance use, harm reduction, homelessness, mental health, gender care and LGBTQ communities
