CAP is excited to announce that we are seeking an experienced People Operations Administrator to support the organization’s People and Culture Team. In collaboration with the Director of People and Culture, the People Operations Administrator (POA) provides a full spectrum of Human Resources support for Cascade AIDS Project (CAP). The POA works to establish and maintain a work environment that supports effective recruitment, hiring, development, and retention of high-performing employees from diverse backgrounds. The POA is responsible for performing these functions in a way that fosters a healthy, vibrant, and inclusive work environment. 

 

The POA, in collaboration with the Director of People and Culture, enforces legal, regulatory, and safety requirements as per law and/or local ordinance, and acts as liaison to the contractors that support the People and Culture Department. The POA works collaboratively to manage and oversee CAP’s employee benefits programs. The POA plays an active role in maintaining a relationship with the Union Executive Committee, proactively addressing workplace needs, ensuring understanding of and compliance with the Collective Bargaining Agreement.

 

The People Operations Administrator also represents the organization for workplace investigation and grievances, worker’s compensation, and unemployment claims. The POA applies an Anti-Racist, Justice, Equity, Diversity, and Inclusion (A-JEDI) lens to their work. The PAO practices creativity and personal integrity to balance meeting the need for organizational consistency and regulatory compliance with furthering CAP’s A-JEDI work in the context of industry standards and a regulatory environment that has been shaped by oppressive power structures.

 

This position is stationed in CAP’s downtown Portland office but will occasionally travel to CAP’s other offices (SE Portland, Vancouver, WA, and Longview, WA). Occasional evening and weekend work is required.

 

COMPENSATION: 60,312 annually, exempt

 

 

MINIMUM QUALIFICATIONS: 

  • Bachelor’s degree in Human Resources, Business Administration, or related field or HRCI or SHRM Certification or equivalent combination of education, training, and experience, plus: 
  • Three (3) years of increasingly responsible People Operations or Human Resources experience as an HR Generalist, Manager, Associate, or similar role with a strong working knowledge of the full range of People Operations and HR functions. 
  • Two (2) years’ experience in Benefits and Leaves Administration, Employee Relations, and full- cycle staff recruitment. 
  • Demonstrated knowledge of and experience with major federal employment legislation including FMLA, FLSA, ADA, EEO; experience with/knowledge of HIPAA, ERISA, COBRA, OSHA, OFLA. 
  • Excellent communication and customer service skills 
  • Experience maintaining confidential information is required with a demonstrated ability to handle sensitive information in a discreet, confidential manner 
  • Demonstrated commitment to advancing equity and inclusion in workplace or community settings 

 

PREFERRED QUALIFICATIONS: 

  • Experience with benefits administration and selection 
  • Experience working in the non-profit sector 
  • Experience in a unionized work environment and with labor relations 
  • Lived experience of systemic oppression and non-dominant cultures, including Black, Indigenous, and other people of color; transgender, non-binary, and other LGBTQ+ people; and people with disabilities, including those living with or affected by HIV
