Overview:  Working in a team environment, the Program Manager will ensure the provision of quality programming and oversight of program staff, with an emphasis on achieving goals with measurable results in Ending the Epidemic.  The successful candidate for this position will have demonstrated skills and experience in state/federal/foundation grant management and supervision of a motivated, compassionate staff in a non-profit environment using a trauma-informed and harm reduction approach.

Responsibilities:

  • Responsible for the Mpower Albany, PAWS and Treasure Chest programs.
  • Prepare required narrative and data reporting for program activities and outcomes, monitoring deliverables to ensure compliance with funder expectations.
  • Set program SMART goals and closely monitors each program’s data results to reach and exceed funder and agency expectations. Works with program staff to utilize data for improving services.
  • Assist Director of Programs with development of budgets and work plans. Monitor grant expenditures and work plan progress and modify as necessary.
  • Hire, train, supervise, and evaluate program staff, ensuring program goals and objectives are being met. Assure each program area is working as a team and fully supports other teams in the agency.
  • Review client documentation and ensure compliance with Article 27F HIV Confidentiality Law and HIPPA confidentiality for client records staff interactions.
  • Fully support and grow the Damien Center’s Pharmacy Program and ensure all agency programs support members in reducing barriers to help each person achieve HIV Viral Load Suppression.
  • Support and participate in a culture of philanthropy by recognizing that fundraising efforts—including donor relations and organizational agency communication— include all staff and is essential to carry out the work and mission of the organization. Assist in the completion of funding proposals, securing member mission stories, and participating in fundraising efforts as requested by the Director of Programs.
  • Actively participate in CQI (Continuous Quality Improvement) using data to monitor quantitative and qualitative process and outcome improvements using the PDSA cycle and SMART goal setting.
  • Develop and annually review/update program related policies and procedures.
  • Provide oversight, training, and coordination of volunteers and interns for program areas.

Reports to: Director of Programs Supervises: PAWS Coordinator, Treasure Chest Manager and Mpower Albany Program Coordinator.

Qualifications:

  1. Bachelor’s degree, Masters preferred in a health or human services field.
  2. 3 - 5 years State/Federal grant funded program management, staff supervision, and, grant delivery/reporting experience in a not-for-profit setting. Training in Trauma-Informed service delivery and harm reduction experience desired
  3. Experience in HIV/STD/HCV prevention, treatment, and supportive services in the Capital Region.
  4. Experience in putting the Ending the Epidemic priorities into program goals, objectives, and tasks.
  5. Professional interpersonal, verbal and written communication skills and ability to interact with a wide range of personalities.
  6. Experience utilizing and analyzing data to guide program success and to meet and exceed funder and agency goals.
  7. Experience with developing SMART goals and Cascades of Care for program areas.
  8. Able to work in and grow our agency culture, in a diverse and multicultural setting, providing trauma-informed and harm reduction services to persons of diverse backgrounds including age, race, ethnicity, gender identity, disability, economic status, sexual orientation, and religious affiliation.
  9. Time management with the ability to organize multiple tasks and priorities.
  10. Availability to work a flexible schedule with some evenings and weekends.
  11. Proficiency in MS Word/Excel/Outlook and E-mail. AIRS experience a plus.
  12. Must have valid, unrestricted driver’s license and independent means of transportation.
