Position Purpose

Dynamic individual desired for a leadership opportunity that intersects with the public health and healthcare environments. The Public Healthcare Leader: Director of Prevention is responsible for providing leadership and direction to the Prevention Services Department throughout the State of Wisconsin.

This key operational leader is responsible for forwarding organizational strategies, development of strategic goals pertaining to prevention operations and program development, creating engagement with those goals among a staff of 30+ employees, ensuring consistent goal delivery across all 10 prevention sites in Wisconsin.

The position holds primary accountability for assuring integrated, innovative programing from a harm reduction perspective aimed at reducing new HIV infections, providing education, targeted testing for at-risk populations, and effectively linking clients to appropriate clinical services, including HIV, Hepatitis C, and STI care, Pre-exposure prophylaxis (PrEP), and substance abuse treatment. Additional responsibilities include development and administration of high quality programing for at-risk populations, program evaluation, grant development and management, budget oversight, and performance management, as well as community relations and partner collaborations. The Director works collaboratively with other ARCW staff to promote ARCW’s mission and vision, including health care services, case management, public affairs, fundraising and administration.

Scope of Responsibilities

The AIDS Resource Center of Wisconsin, Inc. (ARCW) Wisconsin’s largest provider of HIV prevention, care and treatment services with a budget in excess of $69 M with over 190 employees. The unique, nationally recognized ARCW HIV Medical Home model of care assures that everyone with HIV has access to medical, pharmacy, dental, behavioral health and social services and provides the best opportunity for patients to achieve high quality health outcomes. ARCW provides aggressive HIV prevention services to gay men, injection drug users and others at the highest risk for HIV infection.

1. Provide direction and oversight for the operations of ARCW’s Prevention Department to ensure innovative and effective programs which comply with ARCW’s mission and vision, strategic plan and all service delivery standards. Assure that all prevention interventions and activities are consistent with federal, state and local regulations and funders’ requirements.

2. Provide direction for Prevention Services programs including staff supervision, budget management, and contract management.

3. Develop, implement and direct effective HIV prevention programs targeting populations at highest risk for HIV, including gay men, IDU, and women and youth at risk for infection in accordance with behavioral and epidemiological research and findings and best practices.

4. Develop/revise, implement and monitor statewide prevention objectives and standards to achieve greater quality and consistency in service delivery and productivity across all prevention programs throughout the State. Ensure staff accountability for successful attainment of program goals and objectives.

5. Develop/revise and lead implementation of written policies and procedures for all prevention programs to optimize efficiency and promote effective operation of services.

6. Integrate all appropriate aspects of prevention services and initiatives into the operations of the ARCW Medical Center specifically and across ARCW generally, to assure successful linkage to clinical services, including HIV care, PrEP and substance abuse treatment.

7. Prepare and manage the annual budget for Prevention Services programs and activities, assuring that ARCW maximizes available revenue from all public and private sources, and that programs operate within set financial parameters.

8. Assure timely submission of program work plans, CQI efforts, program evaluation, and productivity reports in compliance with contract requirements and/or internal administrative needs.

9. Develop and enhance collaborations with community service providers, State HIV/AIDS Program staff, national prevention efforts, funders, and other relevant entities to ensure access to prevention education and counseling, testing, outreach and other prevention services by Wisconsin residents.

10. Serve as a member of ARCW’s senior management team. Participate in government relations and fund development initiatives as required, and attend ARCW events. Serve as an ARCW spokesperson, in collaboration with the Public Relations staff, for media, public relations and in other community settings.

11. Any and all other duties as assigned by the Senior Director of Behavioral Services.

Required Qualifications

  • Potential exposure to Infectious material 
  • Valid Wisconsin Driver’s License
  • Access to a reliable insured vehicle
  • Has an Insurable Driving Record
  • Ability to type along with a working knowledge of the following software/systems: (Word-processing, Spreadsheet, Windows Operating Systems/Internet, Database)

Additional Qualifications

  • Baccalaureate or post-graduate degree in public health, health education, social work, human services or related field from an accredited college or university. Master’s degree preferred.

  • Minimum of 5 years management or administration experience, preferably in a non-profit environment, which also includes fiscal management.

  • Thorough understanding of program development, operations and evaluation with experience and commitment to statewide programming.

  • Knowledge of HIV/AIDS, prevention programming, and public health strongly preferred.

  • Excellent written and verbal communication skills, including ability to effectively use those skills in formal and informal situations.

  • Strong organizational skills and ability to manage multiple tasks.

  • Willingness to travel throughout the service area.
