The AIDS Foundation of Chicago (AFC) mobilizes communities to create equity and justice for people living with and vulnerable to HIV and related chronic diseases. We envision a world in which people living with HIV and related chronic diseases will thrive, and new HIV infections will be rare. Our work focuses on improving health equity, preventing new cases of HIV, serving as a collaboration and knowledge center, and being a bold voice for change.

We are seeking for an individual to serve as our Research & Evaluation Manager. The Research and Evaluation Manager will support the Research, Evaluation & Data Services (REDS) Department in data collection and management, data analysis, report preparation and evaluation-related administrative tasks. 

The Research and Evaluation Manager will work on both quantitative and qualitative projects in varied areas, including homelessness, permanent supportive housing initiatives, case management services, HIV healthcare utilization, HIV prevention initiatives, organizational capacity building and health service research. The Manager has a key leadership role on the REDS team, supervising several staff members.

 

Principal functions and responsibilities of this position include the following:

 

Program Evaluation

·         Manage the design, execution and evaluation of community-based research and evaluation projects; including conducting literature reviews, surveys, in-depth interviews, focus groups, data integration and analysis, dissemination activities, and meeting reporting deadlines;

·         Develop and maintain qualitative and quantitative data collection materials, site-visit protocols, procedural manuals, and database(s);

·         Manage ongoing program monitoring, quality assurance and evaluation activities; including financial tracking, quantitative and qualitative data analysis, and retention in longitudinal projects;

·         Utilize statistical software for data entry, monitoring and analysis;

·         Produce written, tabular and visual materials for research reports and presentations of system-level monitoring and evaluation findings to multiple audiences;

·         Coordinate with community-based organizations to facilitate data collection and reporting;

·         Represent AFC at local, state, and national conferences and meetings.

 

Internal and External Collaboration

·         Collaborate cross-departmentally to complete assigned tasks and achieve program goals;

·         Attend, contribute to and/or oversee regular project team meetings.

 

Team Leadership

·         Hire, train, mentor, and supervise assigned staff; assist in the recruitment and selection of team staff; create scheduling and job assignments; manage performance and complete and communicate performance evaluations, disciplinary, and other personnel actions in accordance with personnel policies and procedures;

·         Provide professional development opportunities and guidance to assigned staff;

·         Oversee the training of interview staff and the development of training materials.

 

 

Other

·         Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk, World of Chocolate and others;

·         Update job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations;

·         Protect organization’s value and manage risk by keeping information confidential;

·         Assist with other AFC activities as requested;

·         Perform other duties as assigned.

 

Qualifications:

 

Minimum Qualifications

 

Master’s degree AND 3 or more years program evaluation and/or social science or health services research experience

 

PLUS 2 or more years supervisory experience

 

Preferred Qualifications

 

Experience utilizing Public Health and/or social/behavioral concepts and models

 

Experience utilizing and /or interpreting Public Health Informatics

 

Experience managing multiple, concurrent projects

 

2 or more years supervisory experience related to evaluation projects or program management

 

 

Knowledge, Skills, and Abilities

Strong attention to detail and the ability to manage multiple projects, establish workload priorities, and meet deadlines are critical. The ability to develop and maintain professional, trusting, and positive working relationships with mangers, supervisors, staff, co-workers, and vendors.

Knowledge of public health science (i.e., behavioral health) and interventions (i.e., harm reduction models) used in protecting the health of entire populations.  This includes knowledge of the social determinants of health (e.g., racial inequities, Socio Economic Status) and vulnerable populations.

The ability to work across organizational and functional boundaries to achieve Agency goals.  This includes the ability to build and maintain strong relationships and work cooperatively with other across the organization in order to meet team and organizational goals.

Knowledge of qualitative and quantitative methods including, surveys, in-depth interviews and focus groups. This includes the ability to design evaluation tools such as logic models, evaluation protocols, data collection tools (i.e., surveys, interview guides).  This also includes the ability to design data management tools (i.e., database creation, code books) and participant recruitment strategies.

The ability to convert general data and findings using statistical and related analyses into applied, specific information and suggestions that add value to business planning.

Strong Data Analysis skills including the ability to perform both quantitative and qualitative analysis to convert general data and findings into applied, specific information and suggestions.

The ability and willingness to learn and understand the Health Insurance Portability and Accountability Act (HIPAA) guidelines and procedures specific to protecting health information  (for example, releasing medical information, waste disposal, security).

Knowledge of statistical software programs (i.e., SPSS, SAS) and the ability to import data, select the appropriate analyses, conduct the analyses, and generate output reports.

The ability to plan resource requirements and secure resources to ensure the successful completion of designated projects and to effectively manage time and resources to ensure that work is completed efficiently.

The ability to convert general data and findings using statistical and related analyses into applied, specific information and suggestions that add value to business planning.

Strong verbal and written communication skills and ability to work with diverse populations. The ability to use various Microsoft Office applications (e.g., Word, Excel, Outlook, PowerPoint) in order to perform job duties such as creating spreadsheets and responding to e-mail.

And the ability to use advanced Excel Microsoft Office applications in order to perform job duties such as importing and exporting data, creating formulas, pivot tables, and conducting data analysis are key to success in this role.
