Position Purpose

The Vice President and Chief Pharmacy Officer is responsible for leading and directing the pharmacy operations enterprise-wide with an emphasis on succeeding within the ARCW Market Culture to increase access to care, enhance quality outcomes and achieve and surpass financial performance expectations.

Scope of Responsibilities

The AIDS Resource Center of Wisconsin (ARCW) is one of the nation’s largest provider of HIV prevention, care and treatment services with a budget approaching $100 million and more than 225 employees. The unique, nationally recognized ARCW HIV Medical Home model of care assures that everyone with HIV has access to medical, dental, mental health and social services and provides the best opportunity for patients to achieve high quality health outcomes. ARCW also provides aggressive HIV prevention services to gay men, injection drug users and others at the highest risk for HIV infection. ARCW operates in the states of Wisconsin and Colorado and has an aggressive plan to expand into additional states.

The AIDS Resource Center of Wisconsin operates subsidiary pharmacies that provide access, education, consultation and management of pharmaceuticals for patients of the ARCW Medical Center and other providers. It is an integral part of the ARCW HIV Medical Home, and works collaboratively across service lines to assure coordinated patient care.

The Vice President and Chief Pharmacy Officer is responsible for all pharmacy operations; financial and staff management; patient recruitment and retention with an emphasis on patients of the ARCW Medical Center and other 340B contracted providers; relationships with the ARCW Medical Center, external stakeholders and vendors; compliance with legal and regulatory requirements; and collaborative efforts on billing and revenue generation strategies with the ARCW Vice President & Chief Financial Officer.

The Vice President and Chief Pharmacy Officer reports directly to the President and Chief Executive Officer and is a prominent leader of ARCW working to assure effective financial management, strategic planning, fundraising, public relations, administration and advocacy.

Position Responsibilities

Access

1. Provide leadership and direction for Pharmacy services including achieving high quality customer service, fully integrated care across ARCW services and high levels of patient satisfaction.

2. Lead ARCW Pharmacy efforts to maximize patients’ utilization and medication adherence with the goal of optimizing patient health outcomes.

3. Enhance collaboration with other HIV providers and HIV patients accessing care outside of the ARCW Medical Center to increase pharmacy patient enrollment.

4. Implement a clinical pharmacy program to enhance patient health outcomes, expand clinical programs and champion pharmacists’ scope of practice across enterprise-wide.

Quality

5. Provide direction and oversight for the operations of the pharmacy including staff supervision and productivity standards to achieve high quality services and ensure compliance with all federal, state, and local government laws and regulations. Assure compliance with all pharmacy service delivery standards.

6. Assure the Pharmacy maintains licensure, space, equipment, technology and related items to assure high quality operation.

7. Serve on the ARCW Quality Improvement Committee and participate in quality efforts to increase health outcomes for patients

Finance

8. Develop budget for the Pharmacy and achieve or surpass budgeted net income.

9. Maximize revenue and margin through implementation of best in class business strategies.

10. In collaboration with ARCW Vice President & Chief Financial Officer, manage pharmacy financial operations including revenue generation, reimbursement, vendor contract negotiations and payor source enrollment.

11. Monitor and assure compliance with 340B regulations assuring that ARCW fully maximize the benefits of this program.

Additional

12. Participate in achieving the ARCW National Strategy including the opening and successful operation of pharmacies.

13. Assume responsibilities of ARCW’s top management including participation in government relations, fund development, strategic planning, attendance at ARCW events, and serving as a media spokesperson as appropriate.

14. Any and all other duties as assigned by the President & Chief Executive Officer.

Required Qualifications

  • Registered Pharmacist or Pharm.D.
  • License to practice pharmacy that is in good standing and a federal DEA number allowing for the dispensing of medications.
  • Minimum of 10 years pharmacy management or administration experience with oversight for fiscal management.
  • Thorough understanding of pharmacy operations and evaluation with experience and commitment to statewide programming.
  • Knowledge of health and social service needs of persons with HIV/AIDS.
  • Excellent written and verbal communication skills.
  • Willing to travel as business needs arise.
  • Pre-employment TB Test and annual Influenza vaccination is required

Preferred Qualifications

Understanding of HRSA 340B program requirements and compliance standards.
