Botswana’s government has been accused on multiple occasions of denying antiretroviral (ARV) medications to HIV-positive prisoners, BBC World Service reports.  Such actions violate the country’s official policy of providing universal health care, sparking debate among local activists and politicians. Botswana was the first African nation to give free ARVs to its HIV-positive citizens.
