What’s Causing the “Alarming” Spike of HIV Cases in Ventura County?

There is nearly a million people living in Ventura County. 92 new HIV cases are alarming? It would take thousands of new cases for me to be alarmed. Maybe they are alarmed because these are just the people they know about? There could be hundreds of people who do not know that they were infected, which leads to more infection.
