Gov. Brown's veto reinforced the "HIV is a gay disease" stereotype. Since 1998 the groups that have had the biggest spikes in new cases have been women in child bearing years and senior citizens. For him to say that emergency room personal lack the proper training to do blood testing speaks volumes.

Interesting that the State that is one of the most progressive in Health Care for all would take a position. It is clear to me it is like Governor Bush of the past here in Florida that would not sponsor a bill to test state inmates for HIV going into the prisons and coming out, for He state to Senator Wilson of Florida, "It will cost to much money to treat the prisons". Mr. Brown, really, not the right kind of person to be tested for HIV, really. I think the real answer is it will cost to much.
