With "relatively easy" access to new needles (no prescription required) there is still the Criminalization of HIV laws to consider, as well as registering. In my work, it has been my experience that mistrust of the system is a barrier to the whole registering process. Also, who is doing any outreach and education in these rural areas, where IDU seems to be increasing? Without fear of prosecution and access to clean needles, perhaps this present outbreak may not have been so devastating.
Is it just coincidence that the same state that now allows discrimination against LGBT persons as consumers, also does not provide harm reduction services to persons at highest risk of HIV infection?

This show what lack of public education about HIV causes. Also in any state you should be able just to buy hypodermics, with out any barrier. The public cost of dirty needles is huge. HIV is not a minor infection it is a lifelong damaging infection.
