But HIV among men isn't higher in Europe with the 10% rate. Just because irreversible surgery without the consent of the person being cut reduces risk of a disease doesn't mean we should do it. Maybe we should cut hands off the prevent hand problems later?

With 90% of men in the United States having been mutilated as infants at the start of the HIV epidemic in the 1980s if removing half the skin off the penis were able to stop HIV, we would not have had the HIV pandemic in the US we had. Obviously, cutting the genitals of little baby boys does not stop HIV or we would not have so many HIV+ men in the US with such a high mutilation rate.
