Great! How about giving us some details here. Who qualifies for this program? Is it a program for homeless or rent-controlled users only? How do you find out where you go locally to inquire about this program? What about home owners living with HIV? What are the phases of this five years? is it by region? by dollar? or by volume of use? This is a nearly useless article.

Here's a novel idea: Instead of giving people with HIV or AIDS a housing stipend, how about increasing their SS disability checks to 3k a month so they can afford to actually live life! The wealthy spend 1k a month on their dogs!
