It seems to me that this man is a serial rapist who perhaps is mentally unstable. His HIV status does not change that situation. Under Canadian law, Sex offenders are often classified as dangerous offenders and may be confined indefinitely. I am also confused by the report which seems to say that the medical evidence was made up which to me means that it may be false.
