Are these Parish Jails getting the same funding for HIV healthcare as the State Prisons - or is it infrastructure / setups that's at issue? Or are the jails profiteering by not giving HIV treatment? Anyway, as costly as proper HIV testing and treatment is, it's more expensive not to give proper care during incarceration in the long run, Show the prisoners some care and they will more likely get their HIV treatment regime under control and start turning their lives around.
