What HOPWA programs does this article address? I run a HOPWA program in Cleveland. OH that has been ongoing since the early 1990's. Cleveland, OH is a "Formula" grantee, not a "Competitive" grantee. It looks like you only listed the Competitive grantees; not the Formula Grantees ... This is very incomplete information. Please let me know when you will provide an update? Our community members are confused and rightly so!
