Although Yoweri Museveni, the president of Uganda, has so far refused to sign an anti-LGBT law passed by the legislature in 2013, the negative effects have already become widespread, Inter Press Service (IPS) reports. The law would criminalize homosexual acts. People convicted of “aggravated homosexuality”—which includes same-sex acts with children or by anyone who is HIV positive—could face life in prison. Anecdotal reports of LGBT people with HIV/AIDS being denied health care services are increasing. Local HIV prevention groups are concerned the law might prohibit them from offering their services to LGBT people.
